Luggage, coolers, and formalwear change the math
Airport runs, hotel load-outs, and prom or wedding formalwear need space that pure passenger counts ignore. When those factors are present, size up one band from the minimum that “fits” the headcount alone.
When one bus is the wrong answer
Very large groups, split pickup points, or staggered timelines sometimes work better with two vehicles than one oversized coach. Ask about a two-vehicle plan on the quote if logistics are complex.

What size party bus do I need for 20 people?
Usually a 20–25 passenger party bus so everyone sits comfortably with bags and coolers. If the group brings a lot of gear, size up one band.
Should I book larger than my RSVP count?
Yes if people bring bags, coolers, or you expect last-minute +1s. A little headroom is better than a packed bus.
